As the Scottish Government sets out its new Strategic Framework for handling the Covid-19 pandemic (commonly called the 'Five Tier System'), it has also announced business grant funding to support businesses affected by the restrictions faced under each Tier of the framework.
For clarity, this is a separate fund to the grants provided via the Covid-19 Restrictions Fund which is providing support for businesses impacted by the initial set of restrictions in place between 9 October 2020 and 2 November 2020. (Details on this Restrictions Fund can be found on this seperate blog page by clicking here!)
The Tiered approach under the new strategic framework takes effect from 2 November 2020 onwards and outlines the circumstances where businesses will be ordered to close or face some form of restrictions and the different levels of grant funding available in each circumstance. The levels will again be based on rateable value of premises as below and the grants will be payable every 4 weeks for the duration protective measures are in place.
|Rateable value (RV)||Closure Grant*||Hardship Grant**|
|£0 - £51,000||£2,000||£1,400|
* Closure Grant for businesses ordered to close.
** Hardship Grant for businesses allowed to remain open but operating under restrictions.
There does not appear to be any information at the moment regarding businesses operating multiple premises and it is not yet clear whether any grant payment will be made if businesses are ordered to close for a period of less than 4 weeks. Further information on eligibility and the application process will be released in due course as we enter this phase of the framework from 2 November 2020, however we understand this will be operated via Local Authority websites in the same way as the Covid-19 Restrictions Fund. We will provide an update once this is announced.
In addition to the new grants, businesses can also utilise the UK government’s Job Support Scheme which has recently been expanded to provide differing levels of support for all businesses. More detail on the expanded Job Support Scheme can be found here in our update from our HR team.
